Syncable PINs for cart use case

PINs for login/unlock are currently required to be local to the device, primarily for security reasons. However, this is a dealbreaker for the "cart" use case, where users treat a collection of Chromebooks as interchangeable.

This FR is tracking potential solutions for providing a way for admins to sync PINs across the devices in a fleet.

Raising to P1 since PIN is super important for EDU (esp given tablets roll out) and cloud-based auth (vs. local only) is critical for EDU so the combination is also critical. :)
