"Forget" button for WIFI network configurations does not forget DNS and StaticIP settings

Issue description

Chrome Version: 72
OS: ChromeOS


(1) Connect to some WIFI network.
(2) Change static IP or name servers for your machine in Settings->Network.
(3) Click on "Forget" button for this WIFI network.
(4) Connect to the same WIFI network.

Expected result: all user settings are gone.

Happens instead: IP and DNS settings remain the same.

I think this is likely a Shill bug.

It may be possible that if the network is still visible we are not re-creating the cached NetworkState which may persist the IP config info, but I don't think we set that on connect, only when configured.


If it helps I can confirm that shill profiles for user and shared settings do not contain any info about this network until you reconnect. Also restarting shill fixes the problem.
Does the problem also occur if you restart chrome (just run 'restart ui' or log in+out)?
Restarting UI doesn't help.
