Issue descriptionIn this build attempt: https://ci.chromium.org/p/chromium/builders/luci.chromium.try/android-marshmallow-arm64-rel/114948 In 'with patch', Shard 14 flakily times out after 16 minutes: https://chromium-swarm.appspot.com/task?id=40c069ac8e2f4210&refresh=10&show_raw=1 It looks like the task needed 24 minutes to complete [although the logs are so bloated that I can't even tell if it successful completed or was killed]. In 'retry without patch', Shard 11 flakily times out after 16 minutes: https://chromium-swarm.appspot.com/task?id=40c0828a47d38710&refresh=10 The task took 23 minutes to complete. In 'retry with patch', Shard 11 flakily times out after 16 minutes: https://chromium-swarm.appspot.com/task?id=40c0b002c464b310&refresh=10&show_raw=1 The task took 17 minutes to complete. Both of the shard-11 failures might be related to: https://bugs.chromium.org/p/chromium/issues/detail?id=898844 Shard 14 failure does not have that same symptom.
