Chrome freezes if relaunched while Report an Issue modal alert box is opened.

App Version: 71.0.3578.23 Beta
iOS Version: 12.0, 11.4.1, 10.3.3, 12.1 beta 5
Device: iPhone and iPad

Steps to reproduce:
1.Launch chrome app 
2.Load any web page eg: wikipedia.org
3.Open report an issue and tap on the send button without providing any description
4.Open Safari browser and load any pdf file
5.Open safari share window and tap on copy to chrome beta button

Observed results:
Notice that external pdf file loads but the app freezes

Expected results:
App shouldn’t freeze

Number of times you were able to reproduce: 5/5
Bug reproducible after clean install: Yes
Bug reproducible after clearing cache and cookies: Yes
Bug reproducible on Chrome Mobile on Android: Not tested
Bug reproducible on Safari/Firefox: Firefox: No, Safari: No
Bug reproducible on current stable build (App Version, iOS Version): Yes on M70
Bug reproducible on the current beta channel build (App Version, iOS Version): Yes on M71 Beta

The root cause is with step 3, nothing specific about loading external pdf file.

Once FeedbackKit presents a modal alert box, it is waiting for input.  Instead of doing steps 4 and 5, you can just use Chrome's Today Extension to launch Chrome into a web page and you will get into the same state.
