OS : Mac(10.13.1, 10.13.6, 10.14.1), Windows(7,8,10), Linux(14.04 LTS)

What steps will reproduce the problem?
1. Launch chrome, open NTP and open Print Preview window.
2. Select any available printer from 'Destination' list.
3. Select text from 'Copies' text field and drag it into 'Custom' field.
4. Press 'Right Arrow' key from keyboard and observe the text caret in 'Custom' text field.

Actual Result : Text caret in 'Custom' text field stops blinking after performing drag & drop action.

Expected Result : Text caret should keep blinking after performing drag & drop action.

This is a Non-regression issue seen from M-60 series build #60.0.3073.0

Note : 
Able to reproduce issue in Stable #70.0.3538.77 and Canary build #72.0.3591.0
