personal account - Sync is disabled by your administrator.

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/69.0.3497.100 Safari/537.36

Steps to reproduce the problem:

What is the expected behavior?
personal account do not have an administrator

What went wrong?
I cannot sync bookmarks from my personal account, when I go to settings it is written "Sync is disabled by your administrator." the account is tommybenshaul@gmail.com

Did this work before? Yes

Thanks for filling the issue...

Unable to reproduce the issue on reported chrome version 67.0.3396.99 and latest chrome 70.0.3538.77 using Windows 10. 
Steps:
---------
1. Launched reported chrome
2. Opened chrome://settings >> synced to chrome  and navigated to www.google.com > bookmarked the page 
3. Opened new profile and Navigated to chrome://settings >> synced to chrome 
As we have not seen Sync is disabled by your administrator.

@Reporter : Can you verify this issue with fresh profile that is not having any extensions and apps or reset all the flags and Could you please upgrade to latest chrome stable 70.0.3538.67, you can download latest chrome builds here:" https://www.chromium.org/getting-involved/dev-channel ". Let us know whether issue still persists.

tommybenshaul, could you post screenshots of chrome://sync-internals and chrome://policy here? That might help us diagnose what's going on.

I have done the step above, I have login with a different user (an email
adders of a friend that have syn in his account) and the problem stayed. I
should note that sync for me is working on all of my other devices

I wish to truly thank you for all of your help.
After Mamir last comment I went to the registry(win 10),It turns out that the problem cause is a security client update (installed on my computer) that changes the 'SyncDisabled' in the registry.
