Either add a new API; or update `chrome.tabs.captureVisibleTab()` so that it allows a full screen capture via the `options` parameter.

Just for context, this is needed for an extension I've created to stop animations (an accessibility tool), where I'd like to create a single screenshot that allows the user to view the whole page, rather than having to wait for a new screenshot to be created every time they scroll.
