Merge debug message CL to M71 |

Issue descriptionThis is a CL that simply change one RTC_LOG to an RTC_DLOG, so there is no risk involved. We want to merge this in order to avoid spamming the log with something that is a debug message and not that useful for the user (it only cause confusion). We're building canary everyday. Pls check canary version #72.0.3595.0 on Windows & Mac. CL should be there. The link you gave at #5 is for Android canary which has been failing to push due to bug 899461. Thank you.
