Regression:Grey patch is seen under 'Show Home Button' when 'Atavi - bookmark manager' is added to chrome.

Chrome Version: 72.0.3590.0 (Official Build) (64-bit) Revision ec242826af28a2b3c3b47390ab6141cfe26fe9e7-refs/branch-heads/3590@{#1} (64-bit)
OS : Mac(10.13.1, 10.13.6, 10.14.1), Linux(14.04), Windows(7,8,10)

What steps will reproduce the problem?
1. Launch chrome, navigate to above URL.
2. Download the extension ,Navigate to chrome://settings.
3. Under Appearance section click on 'Show Home Button'.
4. Press Tab key and bring focus on button and observe.

Actual Result : Grey patch  is seen under 'Show Home Button' after step 4.
Expected Result : No such Grey patch should be seen under 'Show Home Button' after step 4.

This is a regression issue broken in M-68 and will soon inform the bisect information:
Good Build : 68.0.3425.0
Bad Build  : 68.0.3427.0

You are probably looking for a change made after 557417 (known good), but no later than 557429 (first known bad).

@Scott Chen:Could you please check whether this is caused with respect to your change, if not please help us in assigning it to the right owner.


Note:

1.Unable to provide 'per-revision' bisect as it shows "We don't have enough builds to bisect" error message.
2.Tried on other machines but still getting the same error again.
3.Hence provided suspect through 'Chromium bisect'.
4.Issue is also seen on latest canary #72.0.3591.0.
5.Issue is not seen on :, Linux(14.04), Windows(7,8,8.1,10)
