Regression: Print Preview page does not set on increasing/decreasing the 'Scale 'value

Issue descriptionChrome Version: 72.0.3590.0 (Official Build) (64-bit) Revision ec242826af28a2b3c3b47390ab6141cfe26fe9e7-refs/branch-heads/3590@{#1} (64-bit) OS: Mac (10.13.1, 10.13.6, 10.14.1), Windows (7, 8, 8.1, 10) & Linux (14.04 LTS) What steps will reproduce the problem? (1) Launch chrome and press 'Ctrl+P' to open Print Preview. (2) Click on 'More Settings' to expand the options. (3) Now try to increase/decrease the 'Scale' value and Observe. Actual Result: Preview page does not set on increasing/decreasing the 'Scale 'value. Expected Result: Preview page should set as per the 'Scale' value on increasing/decreasing. This is a Regression issue seen from 'M-72' and will provide the bisect info soon: Good Build: 72.0.3583.0 (Revision: 600164) Bad Build: 72.0.3584.0 (Revision: 600616) NOTE: Issue is also seen on M-72 Canary (build #72.0.3591.0).
