OS : Mac(10.13.1, 10.13.6, 10.14.1)

What steps will reproduce the problem?
1. Launch chrome, open 'View' MacMenu and check 'Always show toolbar..' option.
2. Hit 'Control + CMD + F' keys to enter into fullscreen mode.
3. Zoom in the current page using 'CMD + +' keys and wait until zoom bubble vanish.
4. Click on 'Zoom' icon seen in omnibox and then click anywhere on the page to dismiss the bubble.
5. Observe 'Zoom' icon in omnibox.

Actual Result : Grey focus stays on 'Zoom' icon even after closing the 'Zoom' bubble.

Expected Result : Grey focus should not be seen on 'Zoom' icon once the 'Zoom' bubble is dismissed.

This is a regression issue broken in M-70 and below is the bisect information:
Good Build : 70.0.3503.0 (Revision : 578160)
Bad Build : 70.0.3504.0 (Revision : 578510)

1. This is Mac OS specific issue and same can be reproduced in Windows(7,8,10) & Linux(14.04 LTS) OS
2. Able to reproduce issue in Stable build #70.0.3538.77
