deploy_chrome failed due to "Text file busy"

sometimes deploy_chrome failed due to "Text file busy"
  rsync: open "/opt/google/chrome/chrome" failed: Text file busy (26)
  rsync: open "/opt/google/chrome/nacl_helper" failed: Text file busy (26)
  rsync: open "/opt/google/chrome/nacl_helper_nonsfi" failed: Text file busy (26)

Theoretically, deploy_chrome already shutdown chrome process, this should not happen. I encountered this issue twice today. It succeeded with more tries. I don't have chance to debug it yet.

This issue happened with nocturne-release/R72-11184.0.0 chromeos image.

Low priority for me because our bisector will retry to overcome this issue by default. Still worth to fix to avoid waste time though.

RVG isn't necessary here

we could update deploy_chrome to `kill -9` after some timeout.  but session manager should have done that for us already ...

it would help if you could extract logs so we could get a better idea of where things went wrong.
