Android Chrome freezes if task switch away and back

Issue description

Chrome Version: 72.0.3590.0 (Official Build) canary (32-bit)
OS: Android 9; Pixel XL Build/PPR2.181005.003

What steps will reproduce the problem?
(1) use chrome
(2) task switch to something else, ideally something memory intensive.
(3) switch back to chrome

What is the expected result?

Chrome responsive

What happens instead?

Chrome is unresponsive. Has to be killed.

Been happening for at least three chrome canary releases, since maybe Monday 22nd.


If this is a regression (i.e., worked before), please consider using the
bisect tool (https://www.chromium.org/developers/bisect-builds-py) to help
us identify the root cause and more rapidly triage the issue.

We are able to repro the issue on Chrome:72.0.3590.0 Device:Pixel 2/PPR1.181005.003

Steps to repro:
1.Launch Chrome
2.Click on any article on New tab page
3.Launch youtube app from android apps
4.Play any video -> Enter full screen mode -> click on home button(Video enters to PIP mode)
5.Now switch in between the apps more than twice

Observed behavior:
Chrome is unresponsive 

Expected behavior:
Chrome should be responsive 

Frequency:100%

I'll merge since there's a revert in the other bug. If it keeps happening after a canary refresh I'll reopen.
