ChromeReportingExtension Policies definition is not accurate.

Issue description

Four ChromeReportingExtension Policies ReportVersionData, ReportPolicyData, ReportMachineIDData and ReportUserIDData say they are not a Per Profile policy. However, the associated prefs are registered in the Profile.
