If OpenVR enabled, other applications that use OpenVR cause Chrome to crash

Issue description

Chrome Version: Google Chrome	70.0.3538.77 (Official Build) (64-bit) (cohort: 70_77_Win)
OS: Windows 10

What steps will reproduce the problem?
(1) Enable OpenVR hardware support flag in chrome://flags; restart
(2) Execute something that uses OpenVR -- in my case, it was running a Unity build that uses SteamVR.

What is the expected result?

Chrome does not crash.

What happens instead?

Chrome crashes seconds after hitting play in Unity (using SteamVR).

jsantell@, thank you for the report. Do you see specific crash reports from chrome://crashes ?
"Automatically send usage statistics and crash reports to Google" is enabled, and no crashes are available at chrome://crashes.

SteamVR tries to close the current VR application when launching a new one.

We were previously hosting OpenVR in the browser process, but now host it in a separate utility process.  This means that SteamVR will close the utility process when launching a new app now.

I don't see chrome closing on 72 since we've moved openvr out of the browser process.
