If OpenVR enabled, other applications that use OpenVR cause Chrome to crash |

Issue descriptionChrome Version: Google Chrome 70.0.3538.77 (Official Build) (64-bit) (cohort: 70_77_Win) OS: Windows 10 What steps will reproduce the problem? (1) Enable OpenVR hardware support flag in chrome://flags; restart (2) Execute something that uses OpenVR -- in my case, it was running a Unity build that uses SteamVR. What is the expected result? Chrome does not crash. What happens instead? Chrome crashes seconds after hitting play in Unity (using SteamVR).

"Automatically send usage statistics and crash reports to Google" is enabled, and no crashes are available at chrome://crashes.

SteamVR tries to close the current VR application when launching a new one. We were previously hosting OpenVR in the browser process, but now host it in a separate utility process. This means that SteamVR will close the utility process when launching a new app now. I don't see chrome closing on 72 since we've moved openvr out of the browser process.
