Once we switch to deploying Chrome as bundles point the size trybot to the bundle instead of the APK. Thus, only block CLs that would increase the base module size (or more specifically the size of all by default installed modules) beyond the threshold. In the mean time, we can bypass the size check for CLs that only grow on-demand feature modules.
