UI: Harmony UI specific.


What steps will reproduce the problem?
(1) Open Chrome with a new profile (use the --user-data-dir<new folder> flag)
(2) Bring up the Cast dialog, then right-click the icon to bring up the overflow menu.
(3) Observe the state of the "Optimize fullscreen videos" option.

What is the expected result? The option shouldn't be selected (enabled). 

What happens instead? The option is selected.

Note that although this option is selected by default in the new profile, the user is still prompted with a dialog the first time they try Remoting a video.
