URL shown in safe browsing interstitial should match omnibox, even when interstitial is caused by a subresource.

Issue description

Currently, SB interstitials triggered by a subresource show the subresource URL in the interstitial, which does not match the omnibox.

This is confusing for users since they did not try to go to the site that the interstitial is labeling as dangerous. The interstitial URL should match the omnibox URL, and the actual blocked subresource URL can be moved to the "Details" section (since the site owner still needs this information for debugging).

Actually the subresource domain is already listed in the details.  So we just need to replace the domain in the main text with the top-frame domain.

We should send an FYI to UX review.
