Can't open Google Drive files from Chrome OS Files app with network service. |

Issue description(spun off of issue 896157 ) Can't open Google Drive files from Chrome OS Files app with network service. I don't think it's related to service worker. Chrome OS just gives an error message like "Google Chrome OS can't open this page". It seems serious but not sure if it blocks beta.

I was able to reproduce this on dev. I then tried it without the network service and could open files. I then re-enabled the network service, and there was a ChromeOS update which I applied. It now works with the network service enabled, but I'm not sure if was the update, or trying with network service disabled that fixed it. Matt, could you make sure you're running ChromeOS 71.0.3578.21 or newer and try again? If you're not running dev and don't feel like switching to it (I know it's a hassle), I'll see if I can roll my chromebook back.

I tried this again on 71.0.3578.28 beta with network service enabled and and it still occurs for me. Repro steps: 1. From NewTabPage, Ctrl+O to bring up file manager. 2. Go to Google Drive -> My Drive -> pick any Google Document 3. Get a dialog "Google Chrome OS can't open this page."
