CrOS FR: Extended functionality of DeviceOffHours policy.

Issue description

Summary: Customer is looking to have the ability to lift network restrictions during off hours. Currently, DeviceOffHours only controls sign in policies and no other policies, so its functionality could be extended to also lift network restrictions or policies that might be restricting the usage of a Chrome device.

Use case / Motivation: Customer needs to block connection to mobile hotspot on Chrome devices as it's used by students to bypass network restrictions. However, the option to restrict access to non-managed networks is too restrictive as users need to access other networks when they are on other locations (e.g. at home).

Existing workarounds: Only non-supported workarounds exist, like using a third party tool like GoGuardian to block network access when users are not connected to a specific network. Ideally, this would all be managed through supported Chrome policies.
