Notifications dismissing has weird rounded corner issues and also allows dragging up and down

Chrome Version       : 71.0.3567.0
OS Version: 11125.0.0

What steps will reproduce the problem?
1. start swiping bottom notification away, but don't swipe it all the way 
2. start dragging up and down while notification is half swiped away
3. continue swiping away

What is the expected result?
No scrolling up and down during swipe away
notificatio opacity changes


What happens instead of that?
Scrolls up and down
specifically on Nocturne (Pie) also notifications color changes and creates a rounded corner on part of the notification

Do you have a video.
On this point "notificatio opacity changes", opacity change on swip away has been removed as part of the new motion design in bug 882522

It seems the issue mentioned in #0 is resolved on ToT?

On ToT the opacity still changes, so we have to fix this.
