Non-Regression : Unable to enter same digit continuously from keypad in 'Choose your PIN' Overlay of Sign-in screen

What steps will reproduce the problem?
(1)Recover build -> Sign-in to user -> In 'Choose your PIN' screen -> Enter 1 digit (6 times) -> now again try to enter 1 digit -> observe unable to enter 
(2)Now with mouse click on 1 digit and observe able to enter
(Please refer Video)

Actual: Should be able to enter same digit continuously  from keypad also
Expected: Instead unable to enter same digit continuously  from keypad

This is a Non-Regression issue as 'Choose your PIN' screen is seen from 72.0.3580.0/11159.0.0 dev

This is obsolete now that we've disabled keyboard input to PIN in OOBE.
