After webkitRequestFullScreen, click to file input, it will exit the full screen state.

Issue description

UserAgent: Mozilla/5.0 (Windows NT 6.1; WOW64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/70.0.3538.67 Safari/537.36

Steps to reproduce the problem:
1. click "click me" button, chrome will be full screen state
2. click file input
3. chrome will exit the full screen state

What is the expected behavior?
chrome not exit the full screen, I can upload file.

What went wrong?
chrome will exit full screen state, I have some dom show only in full screen state. when exit fullscreen state, dom is not find.

I have an example showing a simple case.

Able to reproduce the issue on reported chrome version 70.0.3538.67, but the same isn't seen on 60.0.3112.0, hence marking it as Untriaged and adding Needs-Bisect label. Will update the bisect info soon.

Able to reproduce the issue on reported chrome version 70.0.3538.67 and on the latest canary 72.0.3590.0 using Windows 10, Ubuntu 14.04 and Mac 10.13.1

You are probably looking for a change made after 586416 (known good), but no later than 586418 (first known bad).

This is intentional. Displaying dialogs kicks a webpage out of HTML5 fullscreen.
This is not intentional, we have encountered such a scenario. You need to upload the file in full screen mode. There was no problem in the previous version. Our program is also running very well. This serious problem occurred after the version was updated.
Let me clarify.

When I say this is "intentional" I mean that this is not a bug. This change in Chrome's behavior was an intentional choice.
