Able to reproduce the issue on reported chrome version 70.0.3538.67, but the same isn't seen on 60.0.3112.0, hence marking it as Untriaged and adding Needs-Bisect label. Will update the bisect info soon. Thanks!

This is intentional. Displaying dialogs kicks a webpage out of HTML5 fullscreen.

This is not intentional, we have encountered such a scenario. You need to upload the file in full screen mode. There was no problem in the previous version. Our program is also running very well. This serious problem occurred after the version was updated.
