Regression: Two focus highlight are seen at same time on print preview

Chrome Version: 72.0.3590.0 (Official Build)Revision ec242826af28a2b3c3b47390ab6141cfe26fe9e7-refs/branch-heads/3590@{#1} (32/64 Bit).

OS: Windows (7,8,8.1,10).

Steps to reproduce:
1. Launch chrome, Open NTP and give print command.
2. Press TAB to bring focus on 'All' option radio button under pages on print preview.
3. Observe.

Actual Result: Two focus (round and rectangle) highlight are seen at same time on print-preview.
Expected Result: Single focus highlight should be seen for radio button.

This is Regression Issue broken in M-72, and will soon update other issue
Good Build: 72.0.389.0 (Revision:601811)
Bad Build: 72.0.3590.0 (Revision:602167)

aee @: Could you please check whether this is caused with respect to your change, if not please help us in assigning it to the right owner.

Note:
1. Unable to provide 'per-revision' bisect as it shows "RuntimeError : We don't have enough builds to bisect..." error message for above range. (tried on other machines but still getting the same error)
2. Hence provided suspect through 'Chromium bisect'
3. Issue is also reproducible on Mac(10.13.1, 10.13.6, 10.14.1) and Linux(14.04 LTS) OS.
