Regression: [NTP] Unable to select a tile for second instance under custom backgrounds.

Issue descriptionChrome Version :70.0.3538.77 (Official Build) Revision 0f6ce0b0cd63a12cb4eccea3637b1bc9a29148d9-refs/branch-heads/3538@{#1039}(32/64-Bit) OS : Windows(7, 8, 8.1 ,10), Mac(10.13.1, 10.14.1, 10.13.6) Steps to reproduce: 1. Launch chrome, navigate to chrome://flags, click on 'Reset all to default' and relaunch browser. 2. Open NTP, click on 'Gear' icon and click on 'chrome backgrounds'. 3. Select a collection by mouse action, now select a tile and then deselect it(by mouse action). 4. Again try to select a tile and observe. Actual Result : Unable to select a tile for second instance. Expected Result: Should be able to select a tile for second instance. This is a regression issue, broken in 'M-70', and below is the bisect info: Good Build: 70.0.3537.0 (Revision: 587303) Bad Build : 70.0.3538.0 (Revision: 587811) Change-Log URL: https://chromium.googlesource.com/chromium/src/+log/70.0.3537.0..70.0.3538.0?pretty=fuller&n=10000 Suspecting: r587802 ? @sweilun: Could you please check whether this is caused with respect to your change, if not please help us in assigning it to the right owner. Note: 1.Tried per revision bisect on Windows ,Mac and Linux OS but unable to perform the same since getting "RuntimeError: We don't have enough builds to bisect" error 2.Unable to perform 'chromium bisect' script as issue is not reproducible on chromium builds, hence providing suspect through Manual change-log. 3.Issue is also reproducible on Canary build #72.0.3589.0 and Dev build #71.0.3578.20 4.Issue is specific to remote NTP.
