What steps will reproduce the problem?
(1) Open Files app
(2) Long tap a file on Downloads directory on the touch screen.

What is the expected result?
Drag and drop operation should start

What happens instead?
Drag and drop operation didn't start.

Note that the operation correctly started for files on Google Drive for my case.
