Issue descriptionUserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/70.0.3538.67 Safari/537.36 Steps to reproduce the problem: 1. Select Omnibox and type search query or URL 2. 3. What is the expected behavior? New tab should open in background. This should be consistent with Ctrl+Clicking links, bookmarks, Back/Forwards button, Reload button, etc. What went wrong? New tab opens in foreground Did this work before? For some reason Alt+Shift+Enter in Omnibox opens a new tab in the background. This is totally inconsistent with all other areas of Chrome, as well as Mac. These inconsistencies makes it annoying for me as a user who switches between platforms. Alt+Shift+Clicking links, bookmarks, reload button, have different behaviours.

Sorry, my bad I mean Alt+Enter in my main post. To clarify: Expected Behaviour: Alt+Enter should open search query or URL in omnibox in new BACKGROUND tab. Alt+Shift+Enter should open search query or URL in omnibox in new FOREGROUND tab. This is consistent with Mac. Observed Behaviour: Alt+Enter and Alt+Shift+Enter both open a new FOREGROUND tab. Thanks for filing the issue! Tried checking the issue as per the recent comment i.e., C#5. Able to reproduce the issue on reported chrome version 70.0.3538.67 and on the latest canary 72.0.3589.0 using Windows 10 and ubuntu 14.04 Note: Issue isn't applicable to Mac As similar behaviour is seen from M60(60.0.3112.0) considering it as Non-Regression and marking it as Untriaged.

I agree that there's a slight bit of inconsistency here, as alt-click and alt-shift-click on links seem to do something special on Mac. But in the omnibox itself, there's no inconsistency between Mac or other desktop platforms as of M69, since they now all run the same code. Alt-enter opening a new foreground tab is an established behavior and I'd be very reluctant to change it without a compelling reason. I do think that there should be a keyboard shortcut to open omnibox suggestions in a new background tab on Windows and Linux. That issue is addressed in bug 898277.
