Thanks for filing the issue! Considering the case: Cmd+Shift+Click Reload button on current page -> should open the new tab foreground (From test steps & expected/actual behaviour) Able to reproduce the issue on reported chrome version 70.0.3538.67 and on the latest canary 72.0.3589.0 using Mac 10.13.1 As the similar issue is seen from M60(60.0.3112.0) considering it as Non-Regression and marking it as Untriaged. Note: When Cmd+Shift Clicked on a link, we observed a new tab being opened in foreground.

See bug 898388 comment 5 for why shift has a different, reserved meaning as a reload modifier. |
