Cmd + Shift + Click Reload does not open current page in new foreground tab

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_14_0) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/70.0.3538.67 Safari/537.36

Steps to reproduce the problem:
1. Show Reload button
2. Cmd+Shift+Click Reload button on current page
3. 

What is the expected behavior?
New tab should open in foreground

What went wrong?
New tab opens in background

Notice if you do Cmd+Shift Click link or enter in Omnibox it opens in a new foreground tab.

Thanks for filing the issue!

Considering the case:
Cmd+Shift+Click Reload button on current page -> should open the new tab foreground (From test steps & expected/actual behaviour)

Able to reproduce the issue on reported chrome version 70.0.3538.67 and on the latest canary 72.0.3589.0 using Mac 10.13.1

As the similar issue is seen from M60(60.0.3112.0) considering it as Non-Regression and marking it as Untriaged.
Note: When Cmd+Shift Clicked on a link, we observed a new tab being opened in foreground.
Status: WontFix (was: Untriaged)
See  bug 898388  comment 5 for why shift has a different, reserved meaning as a reload modifier.
