What steps will reproduce the problem?
(1) Open a Chrome window, put in full screen (Ctrl+Cmd+F)
(2) Hide the toolbar (Shift+Cmd+F)
(3) Open a new Chrome window with Cmd+N
(4) Show the toolbar
(5) Try to focus the URL bar with Cmd+L

What is the expected result? The URL bar should focus and be functional.

What happens instead? Cmd+L does not focus the toolbar. When the toolbar is focused, entering any text doesn't do anything and instead just clears it.
