Empty bookmark bar repeating '(empty)'

Issue description

UserAgent: Mozilla/5.0 (X11; Linux x86_64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/70.0.3538.67 Safari/537.36

Steps to reproduce the problem:
1. Have an empty folder in the bookmark bar
2. Click on any folder of the bookmark bar
3. Hover the mouse over the empty folder and then over another folder, multiple times.

What is the expected behavior?
One '(empty)' should be displayed in the empty folder. 

What went wrong?
Multiple '(empty)'s are being repeated, on a new line, every time the mouse hovers back over the empty folder.
