Able to reproduce the issue on Windows 10 and Ubuntu 17.10 using chrome reported version #72.0.3589.0. Issue is not applicable to OS-mac. This was intended behavior in my change. If this is undesirable, we can figure out a better F6 order. Note that CTRL+L still jumps to the location bar. CCing people who also have context on this

Agreed, this is WAI per the change, the F6 order matches visual behavior (ctrl+L is how you get to the location bar directly). Can a11y sign off on this or try it out and suggest a different approach?

I tested using Ctrl + L and it did take to the address bar. Also, pressing F6 twice does take to the address bar. Will update the user the same. Thanks!
