In [1], we injected a KeyedService into the MultiDeviceSetup service. This creates an implicitly dependency between //chromeos/services/multidevice_setup and //chrome, which should ideally be removed in favor of a solution which allows the MultiDeviceSetup service to communicate with //chrome via Mojo.

This fix was suggested by blundell@ in the review for the aforementioned CL.
