[BlinkGenPropertyTrees] external/wpt/web-animations/timing-model/timelines/timelines.html fails

This test fails with BGPT enabled:
external/wpt/web-animations/timing-model/timelines/timelines.html 

The failure is:
FAIL Performs a microtask checkpoint after updating timelins assert_equals: There should be a microtask checkpoint expected 619.3029999994906 but got 603.4279999985301
Harness: the test ran to completion.

This is a subtle animation timing issue. We are firing the ready promise with an earlier animation clock time than the requestAnimationFrame. I don't think this needs to block BGPT.
