Any further inputs from your end may be helpful and as we are unable to play the attached video (see attached screenshot) displaying as audio file.

phanindra.mandapaka, open the video in a normal video player, and you'll see the video.
Apparently, the problem is that the entire desktop blinks when Chrome is launched.

i sent to you  video in this email enclosure ,you can take it ,chrome
start-up and Desktop folder will plash screen, you can see carefully.

Unable to reproduce the issue on reported chrome version 70.0.3538.67 and latest chrome stable 70.0.3538.77 using Windows 10. Attaching screencast for reference.
Steps: 
---------
1. Launched chrome 
2. minimized and relaunched chrome multiple times as per screencast.
As we are not seen that plash screen on desktop.

@Reporter: Request you to retry this issue with fresh profile without any extensions & apps or reset all the flags and let us know if issue still persists and Could you please upgrade to latest chrome stable 70.0.3538.77, you can download latest chrome builds here:"

1.  version 70.0.3538.67 and 70.0.3538.77 both had this same iusse. before
video that i sent for you to version 70.0.3538.67.

2.you are not Understand to version 70.0.3538.67 that video ,in video
,chrome is Cold boot meas chrome had not working before,you wacth care , i
click to chrome inco on my stack , chrome start-up and Desktop folder plash
screen , and in your vidoe ,chrome is working,you just to do Maximization
or minimize between charge  ,so Unable to reproduce the issue is of course.

3.version  70.0.3538.77, in this email ,you can see same iusse .

4.Contrast firefox start-up is not this iusse .

As per comment #0, comment #5 and comment #8, This issue seems to be similar to Issue:   900374  , hence merging into it and marking it as Duplicate.

no.Issue:  900374  is icon start-up Splash screen, but 70.0.3538.67 Stable start-up Splash screen for folder ,that diffrent issue. peales solve ,it is annoying
