Regression: Unnecessary text of 'Make Default' button get selected on dragging mouse over it

Issue description

Chrome Version: 71.0.3578.20 (Official Build) Revision be2b6ea800808b865cd07ab76acf9e2a009c045a-refs/branch-heads/3578@{#254} (32/64-bit)

OS: Windows (7, 8, 8.1, 10), Mac (10.13.1, 10.13.6, 10.14.1) and Linux (14.04 LTS)

Steps to reproduce:
(1) Launch chrome and navigate to chrome://settings/defaultBrowser page.
(2) Drag twice in the space below 'Make Default' button and Observe.

Actual Result: Unnecessary text of 'Make Default' button get selected on dragging mouse over it.

Expected Result: Text of 'Make Default' button should not get selected on dragging mouse over it.

This is a regression issue, broken in 'M-61' series and below is the manual regression range:
Good Build: 61.0.3132.0 (Revision: 479901)
Bad Build:  61.0.3133.0 (Revision: 480259)

Using per-revision script, below is the bisect result:

You are probably looking for a change made after 479981 (known good), but no later than 479982 (first known bad).
