Regression : Unnecessary black shadow is seen for build number text in OOBE screen

Issue description

Chrome Version: 70.0.3538.76/11021.56.0 beta-channel Daisy,Reks and Kip
OS: Chrome

What steps will reproduce the problem?
(1)Recover build -> In OOBE screen observe black shadow for build number text
(Please refer Screenshot)

Expected: Unnecessary black shadow should not be seen for build number text
Actual: Instead black shadow is seen for build number text

This is Regression Issue as same is working fine in M-68

Marking this with RB-Stable label for M70 itself as this is a regression issue so that it can addressed in the upcoming stable refreshes.

rkc@/zalcron@, please confirm if its an intended behavior ?

This is not a regression, we just changed the background (previously the shadow was harder to see because it was on a dark background). 
Adding Elizabeth to weigh in, but this is neither P1 nor RBS.
