Video not playing with Android using Chrome Data Saver

Issue descriptionUserAgent: Mozilla/5.0 (X11; Linux x86_64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/70.0.3538.67 Safari/537.36 Example URL: Steps to reproduce the problem: 2. On an Android phone, install Google Chrome from the Play Store. 3. On Google Chrome visit your desktop HTTP Server in Incognito mode or an HTTPS server. 4. On the test page, click the link to go to the video page. 5. In Chrome mobile settings, turn Data Saver mode on. 6. The video displayed will not play. This is the issue. What is the expected behavior? We expect the video to autoplay to completion. It is mentioned in Chrome Data Saver documentation that: "Data Saver won't work if you're on secure pages (addresses that start with https://) or if you're browsing in private with Incognito mode." However, this does not seem to be the case. What went wrong? It does not play past the first frame when Data Saver mode is switched on within Chrome on Android Did this work before? Sometimes it works, sometimes it doesn't. Please make sure to test the URL's in Chrome on mobile, with Data Saver mode on. Thanks!

Hello pnangunoori@ and Chrome bug team Just wanted to let you know that we tested this issue with the Chrome 71 beta and we’re experiencing similar problems. It doesn’t seem to have resolved the issue across the different Android devices. Has there been any progress since we sent the information above, we are keen to resolve the issue as soon as possible so are happy to assist further if needed?

Navigated to URLS in comment#6 and no video is seen using Pixel 2 XL/Android 9, attaching screencast for reference. @charne.banger: Could you please check the video and let us know if we miss anything? Also could you please elaborate step-2 , visit your desktop HTTP Server in Incognito mode or an HTTPS server. Screencast on reproducing the issue would help in further triaging. Thanks!

@chelamcherla I watched your video and saw that you scrolled too fast - you just missed the video advert - it was in the process of expanding into view. Data Saver won't work if you're on secure pages (addresses that start with https://) or if you're browsing in private with Incognito mode. That's what my comment meant.

Please find attached a video of the issue using a Sony Xperia Z5 Premium. First video viewing is with data saver mode disabled, second video viewing is with data saver mode enabled.

It's been like this as long as data saver has existed. There are plans to change, but I don't know the timeline.

Yep, this is because having Data Saver on blocks autoplay, even on HTTPS pages. I'm merging this into an active bug I'm working on which removes this behavior because it breaks sites like these.
