Improve manifest enforced default app install

This is a continuation of  issue 898074  which is not required for M71.

To prevent default app installation for an app with bad metadata from trying to install at every startup, installation should only be attempted a limited number of times.

Also, when the option to enforce manifest metadata is on the regular web data collection should be skipped.
