Regression: Add other WiFi option is seen misplaced in Network not Available screen

Chrome Version: 72.0.3587.0/11183.0.0   Kip, Daisy & Reks 
OS: Chrome OS

What steps will reproduce the problem?
(1)Sign-in to user>> Click on Sign-out
(2)In Signed-out screen, disconnect the WiFi network
(3)Click on Add Person and observe

Actual: Add other WiFi option is seen misplaced in Network not Available screen
Expected: Add other WiFi option should be seen below 'Please connect to the internet to sign in to your chromebook' text

This is a Regression issue as same is working fine in M70

NOTE: Issue is also seen on latest M71
