What steps will reproduce the problem?
1. Try to scroll down through chrome://history

What is the expected result?
Scroll should not randomly end up back at the top.

What happens instead of that?
Randomly, Chrome will decide to scroll all the way back to the top.

It's probably because chrome://history thinks there was some state update. But even if there was, chrome://history should try its best to preserve scroll position rather than jumping around randomly.
