Reverting this change as it seems to have introduced flakes in

MimeHandlerViewCrossProcessTest.NavigationRaceFromCrossProcessRenderer

Revert doesn't apply cleanly. There are a few other flakes for me to deal with. Would be great if you could revert. If not, I will come back to this one after I've dealt with the others.

The test was added with the change. This implements a behind-a-flag feature which is under development. I suggest disabling the test until I investigate the issue.
