Tested the issue on android and unable to reproduce the issue

Steps to reproduce:
--------------------------
1. Launched chrome and navigated to https://www.setn.com/m/news.aspx?newsid=439407 .
2. No cluttering of text is seen

Chrome version:
72.0.3588.0	

OS:
Android 7.0 

Android device:
Samsung J7

@jidanni: Please check the above steps and let us know if we miss anything. Is this issue consistently reproducible? Please provide device details and screencast/screenshot of the issue, this would help in further triaging.

Note - For the supported sites Simplified View is offered if the option "Simplified view for web pages" is checked in Chrome Settings >> Accessibility.

Simplified View is the solution we offer for this.

So the question now becomes why didn't that page trigger an offer of Simplified View?
