bluetooth: Finish implementing BluetoothSystem::StartScan and BluetoothSystem::StopScan

These methods currently just forward the calls to BlueZ but that's not enough for ChromeOS.

Two features are missing:

1. Support concurrent calls e.g. clients calling Start/Stop at the same time.
2. Return more specific error codes, currently we only return two types of error codes.

bluetooth: Add tests for powering off and removing the adapter while scanning
