We should add "Deterministic Android (dbg)" to Android SoM bots

Just learned this bot exists, and is broken.
It's super useful, and should be covered by Android sheriffing!

Not sure how to add it to the list of bots to be monitored...

"Deterministic Android" without "(dbg)" is probably faster to get green (almost there), so probably start with that one first.

This would probably require an addition to https://chromium.googlesource.com/chromium/tools/build/+/master/scripts/slave/gatekeeper.json

Should failures on this builder close the tree?
