llvm: build llvm with llvm so that we can use an C++14 based llvm

Issue description

We need to stop using GCC 4.9 for building clang.

Instead, pick some previous version of LLVM.

It looks like it is better for us to have a solution for this before Q2/2019.
So, I am raising the priority of this. 

Vapier has a proposal to use the Chromim OS SDK to bootstrap the cros_sdk.
