[Merge Request M71] Remove dead code for migration flow

Requesting to merge the CL removing dead code for migration flow.

Have manually tested in Canary 72.0.3583.0 successfully. The whole flow is protected by Finch flag. This CL is submitted on Oct 15, and it is needed to be merged in M71 due to a bug fix being dependent on this CL.
