Steps to reproduce the problem:
1. Sign into multiple profiles
2. Lock the screen 
3. Connect to a network with a Captive Portal

What is the expected behavior?
Notification will appear having user login as the Primary Profile (first signed into). After Successful login, notification will be dismissed.

What went wrong?
Notification not dismissed.

Chrome version: 70.0.3538.69  Channel: beta
OS Version: 11021.51.0
Flash Version: 31.0.0.122 /opt/google/chrome/pepper/libpepflashplayer.so

Notification persists across all signed in profiles.  Also cannot be dismissed from the Lock Screen, nor in the Notifications area.
