Key binding for selecting first tab is not working on MacOS with Czech keyboard

Issue description

Chrome version: 69.0.3497.81 / 70.0.3518.0 
OS version: N/A
Case#: 16858548

Description:
Switch to 1st tab (Command+1) doesn't work when using a Czech keyboard in macOS (since Chrome M69). 

Troubleshooting information: 
- Not reproducible in Windows 
- It was working ok with M68 
- Other shortcuts are working as expected (i.e. Command+2) 

Steps to reproduce: 
- Launch Chrome
- Open several tabs
- Press cmd+1 to switch to first tab

Current Behavior / Reproduction: 
- Chrome doesn't switch to the first tab, not reacting to the key binding

Expected Behavior: 
- First tab is displayed and active

Drive link to logs:

Since the feature was working in version 68, I set it as a regression. We don't have Macbook with Czech keyboard in lab so unable to reproduce. 

Found 2 crbugs with similar symptoms: 
- Default key binds for selecting tab are unexpected changed in new chrome version:  crbug.com/881692  
- Keyboard shortcuts broken for Japanese keyboards in Chrome 69:  crbug.com/880683
