Issue descriptionGoogle Chrome: 71.0.3578.18 (Official Build) dev (64-bit) Platform: 11151.9.0 (Official Build) dev-channel nocturne Firmware Version: Google_Nocturne.10984.28.0 What steps will reproduce the problem? (1) Recover device and sign into user account (2) With the device attached to the keyboard/trackpad press power once (3) Observe display turns off (4) Detach device from keyboard/trackpad, press power button once more (5) Observe same behavior - display turns off What is the expected result? In clamshell mode, a quick press of the power button should display the Power menu What happens instead? The display is turned off, device enters REM PRD document for power button behavior in c#1, crbug.com/732628

Did not observe this on Soraka. Power button behavior changes when the device is in clamshell / tablet mode.

+ others Should Nocturne follow what Soraka does? Or could this be issue on soraka side, as the functionality does not follow what the second green table in the [1-pager] Power menu document?

On devices with the touch_centric_device USE flag, we should always use the tablet-style power button behavior (i.e. tapping turns the screen off). See https://crbug.com/887506. touch_centric_device is set for both nocturne and soraka, so I'd expect the same behavior on both. I see tablet-style behavior on my soraka device when I connect an external USB keyboard.
