Update chrome-sdk code to check gs://chromiumos-image-archive for chrome-sdk

The roll first started failing in https://chromium-review.googlesource.com/c/chromium/src/+/1293229

gclient is failing due to:

https://chromium-review.googlesource.com/1292670 is the only change in the blamelist, which looks pretty culpable. Some GS wires get crossed?

Summary: chromite rolls into chromium blocked due to missing chrome-sdk in google storage for public boards (was: chromite rolls into chromium blocked due to missing SDK in google storage)
we prob need to change the chrome-sdk code to check the new bucket for newer versions
